# Where a Level 3 motorway system may drive: EU road network per country File: `self-driving-car-levels-2026-10-02.csv`, one row per EU country (27 rows), sorted by `osm_l3_network_km`. Article: https://mapatlas.eu/blog/self-driving-car-levels Script: `scripts/seo/blog-keyword-research/self-driving-car-levels.mjs` UN Regulation 157 (Automated Lane Keeping Systems) allows a Level 3 system only on roads where pedestrians and cyclists are prohibited and the two directions of traffic are physically separated. The columns below translate that condition into OpenStreetMap tags. ## Columns - `country`, `iso`: EU member state and ISO 3166-1 alpha-2 code. France is metropolitan France only. - `osm_motorway_km`: road length of `highway=motorway` (slip roads excluded). Ways mapped as one-way carriageways are halved; ways with `oneway=no` count once. - `osm_dual_carriageway_share_pct`: share of that motorway length mapped as separate one-way carriageways (physically separated directions). - `osm_dual_motorroad_km`: road length of `highway=trunk` or `highway=primary` with `motorroad=yes`, mapped as separate one-way carriageways (expressways reserved for motor vehicles, such as Kraftfahrstrassen), halved. - `osm_l3_network_km`: separated motorway length plus `osm_dual_motorroad_km`, the road network that meets the R157 condition in OpenStreetMap. - `eurostat_motorway_km`, `eurostat_year`: official motorway length from Eurostat table `road_if_motorwa`, latest year available. - `osm_snapshot`: OpenStreetMap snapshot date in the ohsome API. ## Method notes - Country outlines: Natural Earth 1:10m admin-0, simplified to about 500 m, so roads near a border can be assigned to the neighbour. - National tagging differs: Poland and Austria tag expressways as motorways, Estonia and Latvia tag their motorway-standard roads as trunk roads. ## Sources and licence - Columns starting with `osm_`: derived from OpenStreetMap through the ohsome API (HeiGIT). Licence ODbL 1.0, © OpenStreetMap contributors. - `eurostat_*`: Eurostat, reused under the Eurostat copyright notice (CC BY 4.0). - Our calculations and the file as a whole: CC BY 4.0, attribute "MapAtlas".
